That line, and the premise on which it is based – namely, a dichotomous conceptualization of migration as either voluntary or coerced – risks obscuring the inherently complex and multifaceted reasons that may prompt people to move or to stay put. Nevertheless, from a refugee law perspective, it provides a useful shorthand term for acknowledging that people moving irregularly, ostensibly for economic reasons, may also have acute international protection needs.
