In public land cases, Judge Deady adhered to ancient conveyancing principles in relatively for­ malistic decisions. For this, he was reversed on occasion on equity principles. In admiralty and enterprise liability cases, he interpreted disputed fact and law issues in favor of disadvantaged parties such as seamen, cargo owners, unsecured credi­ tors, laborers and the like. Deady consistently promoted public values and inter­ ests rather than private capital and speculators. He stood up to the racists who argued that the Chinese should be driven from the land. His civil rights record was extraordinary amidst anti-Chinese racism of the times. Deady's replacement, Charles B. Bellinger lived up to the tradition. He barred the sheep barons from forest reserve lands, presided over the trials of the plunderers of the public domain including a United States Senator, and established an Oregon environmental ethic in the process. Other judges followed enforcing the Pure Food & Drug Act of 1906 and other federal laws designed to protect con­ sumers.
