We read in the book that such techniques are now more frequently used and have been accepted as an indispensable ingredient of any successful international negotiation. A reviewer is expected to indicate both the advantages and weaknesses of the work under review, but Timoshenko's book leaves little room for criti­ cism. Given the purpose of the book-to be a handbook for those who are to negotiate international environmental agreements-it is simply perfect. In particular, it fills a gap that has been felt by countries and organizations that are represented in international negotiations by young and inexperienced delegates. It is at the same time a helpful companion, with a wealth of detailed information and insightful comments even for experienced negoti­ ators. I warmly recommend this book. Said Mahmoudi Myron H.
