TY - JOUR AU - HELTON, ARTHUR C. AB - OPINION A Regional Conference on Migration in the former Soviet Union: Crucial Opportunities for the International Community ARTHUR C. HELTON A conference on Refugees, Returnees, Displaced Persons and Related Migratory Movements in the CIS and Relevant Neighbouring States is being organized under the auspices of the Office of the United Nations High Commissioner for Refugees (UNHCR), International Organization for Migration, and Organization for Security and Cooperation in Europe. Upwards of 50 governments with an interest in the region are likely to attend the meeting. The precise date (early 1996) and the venue of the Conference have yet to be determined. While much remains to be delineated in terms of the objectives of this inter-governmental meeting, the Conference may present important opportunities to enhance the situation of the affected populations as well as to strengthen civil society activities in the region. In 1993, the Russian Federation sponsored a UN General Assembly resolution calling for a UN conference to consider the problems of refugees, returnees, displaced persons and migrants.
