TY - JOUR AU1 - BERCUSSON, BRIAN AB - Recent Legislation Unlike its predecessors, the Employment and Training Act 1981 became the subject o f heated party political exchanges daring its passage through Parliament. These focused on the five of the Act's 11 sections which make amendments to the Industrial Training Act 1964, as amended by the Employment and Training Act 1973. Reference now becomes necessary to all three Acts. The Under- secretary of State, however, announced in Committee that a consolidation was underway and would be complete within a year (Standing Committee D , 8th Sitting, April 9,1981 , col. 224). No t before time. One Government amendment introduced at Committee stage comprised 50 lines with 41 sets of brackets. The debate concentrated on the Act's proposals as regards Industrial Training Boards (ITBs): the statutory structure established in 1964. The 1964 Act was a response by the Conservative Government to the problems o f shortages of skilled labour and wide variations in quality and standards of training. The 1964 Act empowered the Minister t o establish ITBs with a view t o resolving these problems. A Conservative Government also passed the 1973 Act which established the Manpower Services Commission with broad supervisory responsibilities.
