TY - JOUR AU - Fack, Gabrielle AB - Gabrielle Fack discussion of: Immigrants’ work permits Gabrielle Fack Paris Dauphine University, France Migration flows have been increasing constantly in the past 50 years: in 2020 the total estimated 281 million people living in a country other than their countries of birth was over three times the estimated number in 1970. Despite the high overall potential gains to migration, the resistance to large migration flows is persistent in many host countries. This paper proposes creating a market for work permits that would help self-regulate migration flows, and may potentially increase political support for migrants. Making the ‘right to work’ a temporary tradable asset for citizens of the host country could indeed allow low-skilled citizens to sell their permits and gain directly from migration flows. This proposal of a market for work permits is stimulating, as it puts forwards an inno- vative idea to regulate migration flows of high-skilled workers. The use of instruments that do not rely on quotas or specific numerical targets might help migration policies be- come more efficient. Thinking about the implementation of such a scheme, however, opens up some additional questions.
