Hoffmann contends that the failure o f Soviet writers to give an accurate account o f the Russian Liberation Movement, caricaturing Vlasov's intentions without providing c o m p l e t e texts o f any statements, offers p r o o f that the p r o g r a m was potentially a serious threat to the regime. It has been argued that the virulent Soviet response to Vlasov in 1943 shows that the authorities were afraid that
