FOREWORD In January, 1988, Martinus Nijhoff Publishers formally submitted a proposal to the Asociacion Espanola de Profesores de Derecho Internacional y Relaciones Internacionales (The Spanish Association of Professors of International Law and International Relations) of which I was then President, to publish a Spanish Yearbook of International Law (SYIL). It became apparent from the subsequent negotiations and correspondence between the publisher and our Association that it was appropriate to involve the Spanish Consejo Superior de Investigaciones Cientificas (CS1C or Spanish Council on Scientific Research) in the project, a body which has provided great support and encouragement for this publication and has therefore been named co-publisher. The current director of the Publications Department of the CS1C has played an important role throughout the preparation and editing of the Yearbook, and we wish to express our gratitude to all of them for their positive attitude and interest in the undeniably arduous task of publishing a Spanish Yearbook of International Law in the English language for the first time.
