Introduction One of the key features of the European Charter for Regional or Minority Languages,1 the treaty signed under the auspices of the Council of Europe and designed for the specific protection of regional or minority languages as a cultural heritage of Europe, is its monitoring mechanism. It consists of the joint effort by the Expert Committee and the Committee of Ministers of the Council of Europe. The former examines the national reports submitted by the ratifying states and sends its own report to the latter with the possibility to make recommendations to every state party whose implementation is not completely satisfactory. The monitoring of the implementation of the European Charter is an important aspect of its effectiveness and the overall improvement of the situation of minority and regional languages in Europe. Today, states have assumed the obligations under this treaty, the last three being: Luxembourg,2 Serbia and Montenegro3 and Ukraine,4 * Member of the Committee of Experts in respect of Croatia of the European Charter for Regional or Minority Languages.
