Towards a Network of Marine Protected Areas in the South China Sea: Options to Move Forward Ocean Governance for Marine Conservation Towards a Network of Marine Protected Areas in the South China Sea: Options to Move Forward Schulich School of Law, Dalhousie University, Halifax, Nova Scotia, Canada South China Sea Studies Institute, Diplomacy Academy of Vietnam, Hanoi, Vietnam Hai Dang Vu* Introduction In an article published in the Ocean Yearbook in 2012,1 I discussed the general prospect for the development of a network of marine protected areas (MPAs) in the South China Sea (SCS). I concretely explored the rationales, general conditions, and in particular, the political and legal challenges to establishing such a network in this marine region. The goal of this article is to suggest concrete measures to support the development of an MPA network in the SCS. These measures have to be in accordance with international law, take into consideration experiences in developing MPA networks from other regional seas, and in particular, be based on the specific geopolitical situation of the SCS.
