1 JUDICIAL AND LEGAL SYSTEM No major legislative changes have occurred under this title. 2 CONSTITUTIONAL, ADMINISTRATIVE AND CIVIL LAW No major legislative changes have occurred to these branches of the law. 2.1 Court of Cassation (Civil Division) No. 121/98, p. 49 of 1999 The High Court of Justice is empowered to give a decision for ceasing the effect of any Order (Regulation) which is in contradiction with the Constitution or the laws, though this court has no power to abolish such an Order. 3 CIVIL PROCEDURE AND EVIDENCE No major legislative changes have occurred under this heading. 3.1 Court of Cassation (Civil Decision) No. 903/96, p. 2961 of 1997 A lawyer's authentication of a client's signature shall be in the presence of the client in person and before the lawyer. Otherwise, the power of attorney is null and void. 4 COMMERCIAL LAW AND ARBITRATION A new law called the Law of Industry and Trade No. 18 was enacted in 1998 under which the Law of Supply No. 17/1992 was abolished.
