THE DIALECTICS OF PRO- D UCTION MEETINGS, 1923-29* During the New Economic Policy (NEP), a major goal of Soviet labor policy was to raise worker productivity. Party and state officials considered higher worker pro- ductivity vital to the accumulation of capital necessary , for industrial growth and economic recovery. To in- crease worker productivity, officials devised a two- pronged approach. The first consisted of a series of clas- sical wage policies such as the linking of wages to pro- ductivity, the extension of piece-rate wages and in- creasing the workload. The second involved the organi- zation of production meetings 0 v e she h ani i and confer- ences konferentsii. Begun in 1923-24, the purpose of these meetings was to involve workers, specialists spetsy and factory administrators in efforts to rationalize pro- duction, to improve factory life and to solicit worker suggestions on how to overcome problems caused by mismanagement or which managers were otherwise un- able to solve. the nature of these meetings changed significantly during the period from 1924 to 1929.
