In the GDR, the idea that the . 'first German workers' and peasants' state' is at the same time a " peace state' is a cornerstone both of the country's self-percep- . tion and of its internationally projected image. Peace and social- ism, it is asserted, are indivisible: the GDR, like other socialist states, is systemically incapable of starting a war.. It is, however, fully capable of engaging in one should it ever be attacked by imperialist forces, and this capacity is a guarantee that the likelihood -of such an attack is minimaL The --S1r.ength -of the so- cialist states-and that means in particular, though by no means exclusively, their military strength-is thus in today's dangerous world the ultimate guarantor of the maintenance of peace.1 The equation of military might with peace can appear para= doxical, and it has-over the past few years especially- not been an easy notion for the authorities in the GDR to sustain.
