He holds an LLM from the University of Dundee and an LLB from the University of Edinburgh. His work focuses on the legal and institutional frameworks that aff ect and manage freshwater resources at the national level and below. His research currently includes work on the eff ectiveness of water-related legislation, and draws on his experience from working in around 15 countries from around the world. He has previously advised water regulators in Scotland and Kazakhstan, and worked with the WMO on legal aspects of fl ood management. He is currently part of a large scale EU-funded project on groundwater in Europe, GENESIS ( www.thegenesisproject.eu ). Hans-Joachim Koch is Professor for Public Law and Philosophy of Law (emeritus) at the University of Hamburg. He is director of the Research Centre for Environmental Law at the University of Hamburg (FORUM) and chair of the German Association for Environmental Law.
