Wheeler and Frazer Egerton njw@aber.ac.uk and ff e@aber.ac.uk Received 15 October 2008, accepted 17 October 2008 Abstract Within a very short space of time the ‘Responsibility to Protect’ has moved from a concept developed by a small international commission to a crucial concept in world politics. As an eff ort to balance considerations of state sovereignty with humanitarian concerns, it is a highly innova- tive and promising normative development. Nonetheless, there are important diffi culties in both operationalising and entrenching it. Th ree of these are considered in this article: fi rst, the crucial contestation over the meaning of the concept; second, the failure thus far of the concept to sig- nifi cantly generate the political will to intervene; and fi nally, the diffi culties that persist in rela- tion to the question of where authority should reside for the use of force to prevent and end situations of humanitarian emergency.
