CONGO, DEMOCRATIC REPUBLIC OF See also BURUNDI The central African, Great Lakes country of the Democratic Republic of the Congo (DRC) and five regional States signed the Lusaka Ceasefire Agreement in July 1999. To maintain liaison with the parties and carry out other tasks, the Security Council set up UN Organization Mission in the DRC (MONUC) on 30 November 1999, incorporating UN personnel authorised in earlier resolutions. On 24 February 2000 the Council expanded the mission's mandate and size. By the end of 2004 the number of people displaced by the last six years of conflict in the DRC was estimated at three million - two-and-a-half million in the east alone - and nearly four million people had died as a direct or indirect result of the conflict. In the areas of the DRC bordering Rwanda and Uganda three-and-a-half mil- lion Congolese had been displaced in fighting between the Union des Patriotes Congolais and the Lendu tribal militia. In Mahagi district, Ituri Province, there was fighting between the Front des Nationalistes et Integrationnistes (FNI) and the Forces Armees du Peuple Congolais (FAPC).
