VAN DEN BERG Senior Legal Research Officer, Documentation Office for East European Law, University of Leyden Faculty of Law Horst Herlemann's study of decision-making processes in the field of Soviet agriculture is, in particular, based on the reconstruction of a list of decisions in this field which have emanated from the highest agencies of the party and the state. Herlemann uses for this reconstruction a number of primary and secondary sources ranging from the official gazettes to collections of decisions in the field of agriculture published in e.g. Kaluga, Kirov and Kostroma. _ He finds in the number and content of the decisions certain regularities in the way agriculture is actually directed, and his analysis reveals considerable fluctuations in the interest which the institutions concerned take in agricul- ture. The usefulness of this approach is clear but its value is highly depen- dent on the completeness of the data.
