SCANDINAVIAN DOCUMENTS THE TERMINATION OF THE FINNISH-RUSSIAN CONFLICT Doc. A/1940. Communication made by the Soviet Government to the Swedish Government for conveyance to the Finnish Government on January 29th, 1940. The Soviet Government does not exclude in principle a settlement with the Ryti-Tanner Government. In order that eventual negotiations may be effected it is first necessary to know what the latter Government , would be prepared to propose with regard to cessions. Until the Soviet Government has obtained a clear assurance of a basis for the commen- cement of negotiations, it is useless to speak of any settlement whatever. It is also necessary to observe that the Soviet Government's demands will not be limited to those advanced during the negotiations in Moscow with Messrs. Tanner and Paasikivi, as blood has flown between the two parties since those negotiations, and this blood, which has been shed against our wish and through no fault of ours, .demands further guarantees for the security of the Soviet Union's frontiers. It must also be observed that the assurances given by the Soviet Government to the Kuusinen Govern- ment may not be considered applicable in relation to the R yti- Tanner Government, and that
