Arie Reich, International Public Procurement Law. The Evolution of International Regimes on... This book is an important contribution to the field of international public procure- ment law. Whereas a number of books deal with the field of public procurement in the European Union, a book describing international procurement regimes has been missing so far. The international regulation of public procurement is a corollary of the movement in international trade law to reduce barriers to international trade. The author gives a survey of various public procurement regimes on the bilateral, regional and international level. He shows the evolution of the regulations in this area, starting with the regime created by EFTA in 1960, and ending with the GATT Government Procurement Code, created during the Uruguay Round. The first two chapters of the book give an overview of public procurement in general and the problems arising from it. If States participate in the ordinary mar- ket acquiring goods and services, they generally do not behave like private enter- prises buying goods to the best terms possible, but give preference to domestic suppliers.
