Book Reviews 227 BOOK REVIEWS Before Reforms. Human Rights in the Warsaw Pact States 1971- 1988. Georg Brunner et al., eds. London: Hurst & Co., 1990. 502 pp. £ 45.00 ISBN 1-85065-101-9 The political developments in the present time, and particularly in the states of Central and Eastern Europe, are occurring at such a rapid pace, that the ink of many scholarly articles and books is not yet dry before their contents is out-of-date. The book under review serves as an example of this. It is a translation of a book, which was published in West Germany in 1988 containing the research results of an independent commission of German human rights specialists. The Commission was established by the German Federal Minister of Justice in July, 1986 with the task of preparing a report on the extent of implementation of human rights in the Warsaw Pact states in light of the LTN Human Rights Covenants and the human rights documents of the CSCE process, with particular attention to be paid to the situation of Germans living in these countries.
