For a long time, the subject of the jural status of aliens in the municipal law of a foreign country was associated with the idea of inferior legal systems which failed to meet so- called civilized legal criteria and, therefore, required the intervention of minimal international standards to afford the alien proper legal safeguards. De-colonization and a widespread sense of ethical relativism, preaching the con- cept that all national legal systems are inherently equal, have put an end to that aspect of the problem. The question of the legal status of aliens under foreign law is still with us, however, because so much doubt exists about the legal record of various political regimes whose adherence to the proclaimed legal norm is in practice often flexible, to say the least.
