Correction Through Labor: New Criminal Legislation in the USSR 345 CORRECTION THROUGH LABOR: NEW CRIMINAL LEGISLATION IN THE USSR 1. Introduction 2. A New Type of Corrective Labor Colony On 8 February 1977, the Presidium of the USSR Supreme Soviet enacted a package of six edicts and decrees (ukazy and postanovleniia) introducing important changes into the Principles of Criminal Legislation, the Principles of Crimi- nal Procedure, and the Principles of Corrective Labor Law of the USSR (Ved. SSSR 1977 No. 7 items 116-121). Most of the changes concerned the sphere of correction: introducing a new type of corrective labor colony, widening the possibilities for conditional sentences and conditional release of prisoners, and strengthening the role of pro- ductive work in the correctional process. Additionally, for insignificant offenses, an early exit from the criminal pro- cess was made easier by facilitating the handling of such offenses through other processes: administrative pro- ceedings, comrades' courts, etc. In the wake of this USSR legislation, the republics amended their Criminal Codes, Codes of Criminal Procedure, and Corrective Labor Codes, and introduced new Statutes on Comrades' Courts (in the RSFSR on 11 March 1977, Ved. RSFSR 1977 No. 12 items 254-259).
