The conference was sponsored by the World Political Forum, an organization founded by Mikhail Gorbachev, and was convened to mark the passing of twenty years since Gorbachev assumed the Soviet leadership. The reviewer of a book of this kind is presented with a formidable chal- lenge. Over 100 speakers participated in the conference. They contributed more than 130 statements, many of which were apparently heavily edited for the volume and run to less than two pages in length. So, in spite of the book being divided into several topical sections based on the conference’s panel discussions ( e.g. , “Exit from Totalitarianism”, “Challenges of Demo- cratic Transition”, “Ending the Cold War”, etc.), sustained discussions of the important themes covered are
