The conference was sponsored by the World Political Forum, an organization founded by Mikhail Gorbachev, and was convened to mark the passing of twenty years since Gorbachev assumed the Soviet leadership. The reviewer of a book of this kind is presented with a formidable chal- lenge. Over 100 speakers participated in the conference. They contributed more than 130 statements, many of which were apparently heavily edited for the volume and run to less than two pages in length.
