Legal Status of the United Nations in the United States of America In early 2006, the Office of Legal Affairs was requested to summarize the legal status of the United Nations in the host country of its headquarters, the United States of America. The note, which focussed on the privileges and immunities the Organization enjoys and their relevance for the relationship between the United Nations and the United States, was drafted for information purposes. 2. Statement by the Legal Counsel during the Security Council’s thematic debate on “Strengthening international law” Under the Presidency of Denmark, the Security Council held a thematic debate on an item entitled “Strengthening of international law: rule of law and maintenance of international peace and security” on 22 June 2006. Within this framework, the Presidency invited members of the Council and other interested States to include in their statements the following three issues: (1) The promotion of rule of law in conflict and post-conflict situations; (2) Ending impunity for international crimes; and (3) Enhancing the efficiency and credibility of United Nations sanctions regimes.
