HEUNI AND THE UN NETWORK OF INSTITUTES The Helsinki Institute for Crime Prevention and Control, affiliated with the United Nations (HEUNI), is the European link in the UN network of regional institutes. Its sister institutes are located in Tokyo, Japan (UNAFEI), San Jose, Costa Rica (ILANUD), Kampala, Uganda (UNAFRI), Riyadh, Saudi Arabia (ASSTC) and Canberra, Australia (AIC). In addition, the UN network includes three institutes with a global mandate: the United Nations Interregional Crime and Justice Research Institute (Rome), the International Centre for Criminal Law Re- form and Criminal Justice Policy (Vancouver) and the Istituto Superiore Intemazionale di Scienze Criminal! (Siracusa, Italy). A fourth institute with a global mandate, the International Centre for the Prevention of Crime, is to be established in Montreal in 1994. The institutes vary in legal status, mandate, resources, style of work and orientation. As a rule (and this is the case with HEUNI), the regional institutes have been created on the basis of an agreement or letter of understanding between the host government and the United Na- tions.
