Introduction Following the deluge of legislative proposals issued during the previous survey period, 1 the Council spent much of the period from 1 September 2001 to 1 March 2002 negotiating the texts proposed by the Commission. Despite this intensive activity, few new measures were agreed during the survey period, and it seemed that despite the breadth of measures on the table, the development of the Union’s future migration and asylum law was stalling. In fact, the Belgian Council Presidency in the second half of 2001 failed to secure agreement on any migration or asylum measure, except for two acts setting out the funding for developing the future Schengen Information System (SIS) and certain visa measures.
