He is a former United States career diplomat, he also served as the American Ambassador to Sudan and has had assignments in Moscow, Sofia and several Arab capitals. Arie Bloed is Executive Director of the Constitutional and Legal Policy Institute (COLPI) and Visiting Professor of Law at the Central European University. Both institutions are based in Budapest. Dr. Arie Bloed is editor-in- chief of Helsinki Monitor. Marianne de Kwaasteniet is Head of the International Cooperation Division of the European Integration Department, Ministry of Foreign Affairs in the Netherlands. Timo Lahelma headed the OSCE Mission to Estonia from 1993 to 1995, he was the Finnish Deputy Co- Chairman of the OSCE Minsk Group in 1995 and from 1995 he has been Ambassador dealing with human rights issues at the Ministry of Foreign Affairs. Dick A. Leurdijk, UN expert, is a senior researcher, lecturer and political commentator at the Netherlands Institute of International Relations 'Clingendael' in The Hague, The Netherlands. Branislav Milinkovic is a researcher from the Institute of International Politics and Economics in Belgrade. Pauline Mac Neil is Acting Programme Co-ordinator Minority Rights at the Minority Rights Group International, London, England.
