Book Reviews BOOK REVIEWS The OSCE in the European Security System: Chances and Limits Piotr Switalski, Center for International Relations at the Institute of Public Affairs, Warsaw 1997, 62 pp. For a profound understanding of any international organization it is not enough only to study its organs, actions and decisions. Very often it is even more important to observe its developments from the inside. This is why analyses written by international civil servants are highly useful sources for research. This booklet written by the Polish diplomat Dr. Piotr Switalski belongs to this kind of literature. Asia Director of the Department for Chairman-in- Office Support in the OSCE Secretariat and the Senior Diplomatic Advisor to the oscE Secretary-General (1993-1996) he was in a position to follow dynamic structural changes within the OSCE. On the basis of this experience and broad knowledge of European affairs Switalski has presented his personal views on many issues related to the main OSCE activities and the Polish presidency of the OSCE during 1998.
