Introduction .. At the summit meeting of the heads of state and government of the (then 34) CSCE States in Paris in November 1990, the foundations have been laid for new directions of the CSCE process. In the field of the human dimension of the CscE this encompassed a shift in emphasis from standard setting towards the practical co-operation in the implementation of the CSCE norms which have been agreed upon before. The CSCE Seminar of Experts on Democratic Institutions in the Norwegian capital Oslo, which met from 4 to 15 November 1991, constituted a first step in this process. The results of the Oslo Seminar indicated that this element in the 'new' CSCE is far from perfect yet. The mandate of the Oslo Seminar, as it has been laid down in the Charter of Paris for a New Europe, stated that the purpose of the Seminar 'is to hold discussions of ways and means of consolidating and strengthening viable democratic institutions in participating States, including comparative studies of legislation on human rights and fundamental freedoms'.
