Barbara Kwiatkowska It is with great sadness that the Editors note the death on 3 February 2015, of Professor Barbara Kwiatkowska, former Deputy Director of the Netherlands Institute for the Law of the Sea ( nilos ) at the Utrecht University Law School. Since 1993 she had been an active member of the Editorial Board of the International Journal of Marine and Coastal Law . Barbara Kwiatkowska was born in Sopot, Poland in 1947. She graduated from the Jagiellonian University in Cracow in 1969 with an llm . From 1971 to 1981 she was an Associate Professor at the Polish Institute of International Affairs in Warsaw, where she defended her doctoral dissertation entitled Legal Status of the 200 Mile Exclusive Economic Zone . In December 1981, while she was a Visiting Fellow at the John F. Kennedy Institute of the Tilburg University Law Faculty in the Netherlands, martial law was declared in Poland, leading to her decision not to return to Poland. In 1986, she became a Dutch citizen.
