Shaw: The Financial and Administrative Organization and Development of Ottoman Egypt... 271 The Agrarian Reform law of 1952 had fulfilled substantially its purpose: large landholdings liable to expropriation under its terms had been expropriated and for the most part redistributed. Measures were now introduced to provide for rent control and for rural welfare; where the fellah had obtained no land, he was given instead a buffalo. Combined Centers increased their health, educational, social and agricultural services to the villages. "Vertical expansion" schemes have upped agricultural yields and new unified rotation co-operatives have replaced the old agricultural co-operative societies. Significance is attached to the fact that the second land reform law still adheres firmly to the principle of individual small ownerships: what the fcllahin appear to want most. The Syrian reform is lauded for combining "The two things rarely found in conjunction- economic efficiency and broad social change" (p. 212). The Agrarian Reform Law "to save Syria from Communism at the ground level" was enacted on September 27, 1958 shortly following the merger with Egypt.
