'The Passage from Imperialism to Empire': A Commentary on Empire by Michael Hardt and Antonio Negri Peter Green ‘The Passage from Imperialism to Empire’: A Commentary on Empire by Michael Hardt and Antonio Negri The formation of capitalism, as Marx emphasised, went hand in hand with the creation of a world mar- ket. 1 Capital has always resisted conŽnement within national boundaries, and, in that sense at least, there is nothing new about globalisation. Yet it is a fallacy to leap from that truth to the conclusion that all we are witnessing today is simply an echo of the past, or just another phase in a long history of systemic cycles of internationalisation and national hegemony.
