Introduction Th is survey examines the single substantive EC immigration and asylum law measure adopted in the first half of 2007 – the Regulation establishing Rapid Border Action Teams (RABITs). 1 A previous measure, the legislation establishing the second-generation Schengen Information System (SIS II) as regards immigra- tion, 2 will be examined in the next survey. Also during the survey period, the Council adopted Decisions which estab- lished a revised version of the Refugee Fund for 2007–2013, as well as an integra- tion fund, a Return Fund and a Borders Fund. 3 Th e EP and Council agreed upon the proposed Regulation to establish a Visa Information System (VIS), 4 but it was not formally adopted during the first half of 2007. Discussions continued on a proposal for amendments to the Regulation establishing a uniform residence permit format, 5 on the proposal for a Directive establishing minimum standards for expulsions, 6 on a Regulation that would govern the process of obtaining biometric data from visa
