Introduction Th e Optional Protocol to the United Nations Convention against Torture and Other Cruel, Inhuman or Degrading Treatment or Punishment (OPCAT) entered internationally into force in June 2006. It establishes a system of regu- lar visits to all places of detention, in order to prevent torture and other cruel, inhuman or degrading treatment. Visits will be carried out by a new interna- tional body (the UN Subcommittee on the Prevention of Torture) and by one or several of the National Preventive Mechanisms (NPMs) that State Parties have to set up, designate or maintain. Th e OPCAT, thus, establishes a two- pillar system of regular visits to places of detention by independent experts. It is aimed at ensuring the eff ective implementation of international standards at a national level.
