Albritton and Thosaporn Siristumphand Department of Political Science Northern Illinois University Introduction ' Arlinghaus suggests that there are at least two meanings of national security: The first concerns the physical protection of territory and its population; the second recognizes the importance of the broad economic base that underlies the existence of the state, thus making defense of its territory and population both feasible and worthwhile (Arlinghaus, 1984, p. 48). Throughout the past two decades, the Thai government has been facing the contradictions inherent in these two meanings of national security. Widespread threat of communist insurgency in the rural areas as well as the falling of three Indochina countries, that is, Vietnam, Laos, the Kampuchia, in the mid 1970's, are all apparent threats to Thai security; hence, the Thai government has sought to maintain national security in terms of national defense in many ways. That is, the Thai government has developed military as well as para- military programs and improved its armed forces to cope with such defense requirement. Those activities, of course, require substantial amounts of public resources.
