New York, Aug. 1, 1898. Dear Dr. Hamilton— In an editorial of last week's Record Dr. Shrady made an unwarranted attack on General Sternberg. The General telegraphed me to reply to it. I have done so, and send you original copy, for which I ask a very early publication in your journal in justice to the General and his Department. I leave for Porto Rico tomorrow on the steamer Relief. On the way down I shall have something to say on the reorganiza tion of the Army. I will send you paper from Ponce.
