<jats:sec><jats:title>Abstract</jats:title><jats:p>To sum up, the Government of the Federal Republic of Germany, applying the criteria elaborated by it, considers the whole of the coastal waters in the German Bight to be a particularly sensitive area. It has taken a comprehensive range of measures aimed at this area's best possible protection of pollution from ships, but also of pollution from other sources. Additional measures of protection, based upon international regulations, are required for areas seaward of the limits of territorial waters, too the more so as "particular sensitivity" is not a quality that terminates at the territorial limits.</jats:p> </jats:sec>
