The international situation of charges for library and informationservices and of free access to information is reviewed. A survey isreported of librarians, faculty staff and students from two universitiesand two polytechnics in Nigeria to find their views on the charging offees for some library services. Results show a willingness by librariansto charge and users to pay fees for some services.

The place of circulation among other library functions is discussedand it is asserted that the readers sole interest is the immediatesatisfaction of hisher reading need. The problems of collectiondevelopment in Nigeria are analysed and it is concluded that economicdifficulties and certain government fiscal measures have combined tomake it impossible for Nigerian university libraries to keep theircollections up to date. It is argued that as economic conditions seemunlikely to improve, the librarians major concern should be to preserveexisting stocks and ensure their continued availability for use.
