"If we are to make full use of our intellectual resources, the first requisite is that we employ all the means at our command to encourage the development of talent. The second requisite is that we learn more about the social factors that aid or impede the development of talent . . . . [We should] go beyond personal action and beyond scientific research to consider the question of how our professional activities concerned with talent can be supported and unified by an underlying policy of talent development––a policy that seeks to maximize achievement and thus to maximize the value to society of our resources of talent."
