Reviews 409 confirm a need for property and transfer rights, which are critical to the growth of the sector (p. 162). She ends her study with a series of policy recommendations, chiefly that the Chinese government should learn from the U.S. model and should subsidize private HEIs the way the Japanese do. She states that for-profit HEIs are feasible and could perhaps start as pilot programs (pp. 163167). Private education is now firmly established in Chinese society, and it is improbable that it will go away, given the dire need for it. Whether it will keep expanding and continue to flourish, however, is another question given the issues that Su explores. Granting clearly defined property rights to private HEIs would ineluctably lead to granting them to every citizen, something that the Chinese government is leery of doing. The question of private property rights in China is not one that will go away, and it is anyone's guess how the government will position itself on the issue in the future. Spring Su does as good a job as possible of defining the problem and suggesting solutions, but for the time being, the government remains adamantly opposed to full-scale reform.
