SOLVING ENVIRONMENTAL PROBLEMS IN DESIGNING PLANTS

VNIPIneft Co., a leading Russian engineering company in oil refining and gas processing and
petrochemistry that holds an international certificate of compliance of its environmental control system with
the provisions of the standard ISO 14001 and also does work in the environmental field:
is developing and submitting for approval an Environmental Protection division in design
documentation;
is developing standards for maximum admissible emissions (discharges) of pollutants into the
environment, waste disposal, acceptable level of environmental impact;
is substantiating resource management limits;
is offering consultant services in developing draft documents with the Environmental Protection
Division.
The Environmental Protection Division is being developed by all production subdivisions. Tasks are
exchanged among them according to a tasking chart for each design stage.
Process section specialists determine the sources, amounts, and parameters of emissions, noise,
effluents, and wastes based on an analysis of the process scheme, process implementation, working conditions,
and other process characteristics of the object designed.
The characteristics of these sources are calculated with approved methods and process regulations for
designing.
The group of specialists in the Industrial Safety Department involved in developing the Environmental
Protection Division based on the tasks of the production departments coordinate this division in the stages
Statement of Intentions, Substantiation of Investments, Design, Working Documents, and in developing
or correcting the MAC volume, assessing the environmental impact of the planned facility (EIA), and drawing
expert conclusions on the designs of foreign companies and external organizations.
Only isolated problems related to emissions of harmful substances into the atmosphere, water use and
overflow drainage, wastewaters, and waste utilization and processing were considered based on the standards
existing at that time in the first years of activity of the Environmental Protection Divisions.
With the development of standards and legal principles and the advent of new methods of calculation
and software, the companys sphere of activity in ecology expanded significantly. In EIA, the expediency and
possibilities for construction of a new facility at a selected site were fully analyzed from an environmental
point of view. This allows eliminating the harmful effect of the facility on the environment and population.
The basic types of effects on the components of the environment and sources of the effect are determined
during such an analysis, the areas of the effect are calculated, the effects are evaluated, and agents and programs
for monitoring pollution of the atmosphere, water, and soil are proposed.
Specialized organizations are involved in implementing the individual EIA divisions. In 2002-2003,
the Tsentr-Kovyl Orlov Regional Environmental Protection Movement organization gave the characteristics
of the background status of the environment in the Zalegoshchensk Region or Orlov Oblast in the Investment
Substantiation stage in developing the EIA division for Orlov Oil Refinery Co.
