Secretary-General: '... We are now engaged upon the achievement of economic decolonization, and upon the creation of a new international economic order. In a very real sense, this is a liberation movement - liberation for the masses of humanity from poverty, hunger, unemployment, and despair... More than two years ago, in the wake of momentous events, we perceived conditions more conducive to a new course ... During the intervening period, we experienced what was commonly referred to as a "negotiation explosion", and one looked everywhere for encouraging signs ... But I must call to your attention the fact that many of the issues presently under discussion have been under negotiation and discussion for some twelve years. It was hoped that after so many years and with an intensified process of negotiations a modest package of measures would have reached the stage of implementation. This has not yet happened ...
