The Contributors SAGE Publications, Inc.1945DOI: 10.1177/001316444500500309 Herbert A. Toops is professor of psychology at the Ohio State University. He is the author of numerous articles and books in the fields of personnel, guidance, measurement, statistics and motivation. The Ohio State University Psychological Examination, developed by Dr. Toops, is used in the statewide high school testing programs of four states. During the war Dr. Toops spent considerable time in Washington. For six months of 1944 he was with the Office of the Secretary of War working on the development of a statistical reporting system for civilian employees of the War Department. He also spent three months in the early part of 1945 on a survey of the National Roster of Scientific and Specialized Personnel. He is a member of the editorial board of Educational and Psychological Measurement. Milton M. Mandell is chief of the administrative and management testing sub-unit of the United States Civil Service Commission. His previous positions have included those of personnel officer, Materials Division, W.P.B.; assistant chief of examinations, Los Angeles City Civil Service Commission; and classification consultant, Connecticut State Personnel Department.
