The first national convention of the Government, trade unions and health-insurance organizations closed with a speech by Fer- min Sanz Orrio representing the unions. He declared that, though similar schemes had failed in countries with the reputation of being more advanced, Spaniards had succeeded. "Care is to be taken, he said, of all Spanish workers, 'and, when you speak of the worker, do not see only the figure of our simple laborer. It is necessary to amplify this conception to the highest degree and carry the work to every Spaniard useful to his country who lacks sufficient means to face the moral and economic strain of grave illness.-' " .
