It is a land probation officers know of but many fail to venture there. It is a lamr-clâimants know only too well. - Ifwe are real1y'tÐ undetstand this: land we need guide books. Several are available; what is distinctive about Mesher' work is that it brings together the Acts and statutory regulations affecting Supplementary Benefit on the one hand and helpful annotation providing explanation and an aid to interpretation on the other. For example the derailed Single Payments Regulations are printed together with a note from Mesher explaining how they came to replace exceptional needs payments within a more restrictive framework and detailed notes on each section = that relating to single payments for clothing and footwear I found expecially useful. Works of this kind are often out of date as soon as they are published and the long drawn out saga of the board and lodging regulations was a problem for Mesher.
