"A recently issued preliminary report of an extensive study being conducted in Kansas City ... by a local nonprofit research group, Community Studies, Inc., resulted from a recommendation of the Task Force on the Handicapped that a rehabilitation survey and demonstration be undertaken on a community basis. "The objective of the study, they said, should be to determine the prevalence of handicapping conditions, determine what proportion of handicapped people could benefit from rehabilitation services, and measure the costs incurred and benefits that accrue to a community from a comprehensive program of rehabilitation. The study, which is being financed by grants from the National Institutes of Health, Office of Vocational Rehabilitation and local organizations, was initiated in 1954 and will be completed in 1959. "As of September 1, investigators had interviewed 5,756 households with 17,303 persons. Among these, 46.3 percent reported they had chronic conditions that had existed for three months or longer.
