St. Louis County covers an area of 540 square miles. It has a population of over 970,000, of whom 200,467 attend public school and 11,175 are identified as handicapped. Special education services for the handicapped are provided in the 23 school districts of St. Louis County by the Special School District, an autonomous, tax-supported, public education institution. In providing special education services, pecial School District's 1,200 professional staff members operate 20 buildings owned or leased by the district. These serve seriously handicapped pupils, some of whom are newly deinsti- tutionalized from local residential facilities. Special School District gives supportive services in 290 local district buildings. Supervision for this staff is provided within each of the district's six departments by geographically assigned administrative units. Delivering special education services in
