Ideally, it should be composed to serve as a reference source rather than as a text, thus filling the gap between our current knowledge and detailed treatises. Like a dictionary or cookbook that refreshes our memory of forgotten spellings or recipes and acquaints us with new words or untried recipes for new situations, we turn to the handbook when in doubt and in need of guidance. This second edition of an already commendable handbook is a welcome improvement and is expanded by over 30%. In brief it contains (1) a primer on evaluation models and strategies, the summarized equivalents of (2) an introductory text on research methods, (3) a beginning text on psychometrics, and (4) a text on basic statistics, as well as (5) instructions for writing measurable objectives and reports.
