THE Children and Young Persons Act is now on the statute book. When will it be implemented'? The White Paper "Children in Trouble" told us that the changes woud be introduced gradually; how gradually we are just beginning to realise. It is easy enough to change names, but merely to rename approved schools and remand homes "community homes will make no substantial difference to their reginies, and certainly it will not conjure from the Treasury one additiona) penny. Regional planning committees are to come into being very soon. They may only propose however and not dispose, and approved schools and remand homes are to remain as they are until the Home Once orders otherwise. Part I of the Act provides that a child under 14 may not be prosecuted except for homicide. However, when this part of the Act is implemented in the latter half of 1970 the Section effecting this will not be included. Part I introduces care orders and replaces probation orders with supervision orders but initially these provisions will
