The three Library and Information Plans which have been published in Scotland to date - for Fife, Highlands & Islands, and Grampian - all identified a need to improve business information in their respective areas. These LIPs identified duplication of resources and gaps in information provision, but also highlighted the difficulty in satisfying a demand for business information which is largely unresearched and unquantified. In February 1991 a meeting of representatives of the major business information providers in Scotland agreed that, given the size and resources of the country, an attempt should be made to prepare one national plan for business information. The Scottish Library and Information Council (SLIC) accepted this recommendation and made a successful approach to the British Library Research and Development Department for a grant to undertake the study.
